Findings:
- Policy analysis details the Kansas City desegregation plan, 1985-1997.
- 1985-federal district judge took partial control of KCMSD (Kansas City, Missouri School District), an unconstitutionally segregated district w/dilapidated facilities and poor academic performance.
- Increased funding was used to solve the problems – build new schools, integrate classrooms, and improve student test scores.
- Expensive facilities and academic programs were established. Magnet schools were built to attract White, suburban students and costly busing plans were put in place to transport them. The intended outcomes were not achieved. Academic performance did not improve and the Black-White achievement gap was not diminished.
