Findings:
  • Policies related to desegregation of Latino students in San Jose have shown to be very complex.
  • Major societal changes affecting the community context needed to be present before a remedy could be implemented which addresses the educational needs of the plaintiff class.
  • Before 1994 only changes in racial isolation were done. Equal educational opportunity remained untouched.
